CS FOR HOUSE BILL NO. 76(RLS) am An Act relating to an                         
exemption from and deferral of payment on municipal taxes on                   
deteriorated property; and providing for an effective date was read            
the second time.                                                               
                                                                               
Senator Donley offered Amendment No. 1 :                                        
                                                                               
Page 2, line 6, following time.:                                           
	Insert The assessed value determined for the first                          
assessment year after the year an exemption or deferral is                     
granted to property under this subsection shall be used to                     
recalculate the amount of taxes levied on the property during the              
five years immediately preceding that assessment year.  If the                 
amount of taxes levied for that five-year period was less than the             
recalculated amount, the difference shall be added as an                       
additional charge to the amount of tax levied for the assessment               
year.  No exemption or deferral may be applied to the additional               
charge.                                                                      
                                                                               
Senator Donley moved for the adoption of Amendment No. 1.                      
Objections were heard.                                                         
                                                                               
Senator Donley moved and asked unanimous consent that he be                    
allowed to withdraw his motion. Without objection, Amendment No.               
1 was withdrawn.                                                               
                                                                               
Senator Halford offered Amendment No. 2 :

	*Sec. 2. AS 29.45.050(o) is repealed July 1, 2002.
